Xi charts blueprint for China's direction at Party congress

China is now at a "decisive stage" of building a moderately prosperous society in all respects as part of efforts to build a great modern socialist country, Chinese President Xi Jinping said on Wednesday.

In his work report delivered to the 19th National Congress of the Communist Party of China (CPC) at the Great Hall of the People in Beijing, Xi, the Party's top leader, outlined the blueprint for China's future development direction.

He described the period between the 19th Party Congress and the 20th Party Congress as a "historical phase", during which the country will completely finish building a moderately prosperous society and realize the first "centenary goal". After the period, China will start a new journey to comprehensively build itself into a modern socialist nation and strive to achieve the second "centenary goal", Xi said in the report.

"The CPC plans to build China into a well-off society characterized by faster economic growth, better democracy, more advanced scientific education, more prosperous culture and more harmonious human relations on the occasion of the 100th anniversary of the founding of the Party. And then we will spend 30 years to basically achieve modernization, building our country into a modern socialist country," Xi said in the report.

The CPC has long seen promoting economic development as its major task, with the concepts about the "two centenary goals" and "moderately prosperous society" being enriched since the 16th Party Congress.

Ahead of the 19th Party Congress, Singapore's Chinese newspaper Lianhe Zaobao speculated that the details of the second "centenary goal" would be released at this year's Party congress.

In the report, Xi outlined a two-stage development plan - 2020 to 2035, and 2035 to 2050. In the first stage from 2020 to 2035, the CPC will build on the foundation created by the moderately prosperous society with a further 15 years of hard work to see that socialist modernization is basically realized, according to Xi's report. "By then, our country will develop into a leading innovation country with more powerful economic and scientific strength," Xi said.

In the second stage from 2035 to the middle of the 21st century, the CPC will, building on having basically achieved modernization, work hard for a further 15 years and develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, according to the report.
