China to focus on 'comprehensive' development

Xi Jinping's report to the 19th National Congress of Communist Party of China (CPC) highlights the word "comprehensively". Xi said that the Party will comprehensively build the moderately prosperous society, manage itself with strong hand, deepen the reforms, create a new situation and strengthen the ruling abilities.

To some extent, the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era puts emphasis on "comprehensiveness", which is based on the country's basic national situation and development trend.

It is well known that Deng Xiaoping's policy designed after the Cultural Revolution of "letting a part of people get rich first" was an approach to drag China out of the historical problems. Deng's policy can be supported by some Western doctrines, which value unbalanced development. It proved a great success due to the rapid economic growth China has maintained over the past three decades.

But Deng's policy has also caused some problems such as wealth gap and political corruption. In light of it, the CPC is planning to start a new phase of reforms, which focuses on balanced development. Hence, in his report, Xi pointed out China's main social contradiction is between people's growing demand for a better life and unbalanced and inadequate development.

In order to promote the comprehensive and balanced development, China should solve the problems including low-quality development, lack of innovation, low-level of the real economy, unbalanced regional development and big income gap, which were mentioned in Xi's report.
