    About NPC & CPPCC

    China will hold its most important annual political meetings, commonly known as the “Two Sessions”, in early March.

    Although they happen at similar times, the meetings of the Chinese People’s Political Consultative Congress (CPPCC) and the National People’s Congress (NPC) are two separate events.

    During the two-week long “Two Sessions”, the central government will reveal its annual work report, which includes the official gross domestic product (GDP) forecast as well as information on the defense budget and other major policies.

    While the NPC is the highest organ of state power, the CPPCC is China's top political advisory body which also facilitates China's multiparty cooperation and political consultation mechanism, led by the CPC. The CPPCC was established in 1949, five years before the NPC.

    The NPC is a fundamental mechanism for promoting the CPC's leadership, the position of the people as masters of the country and the rule of law, all of which are integral to China's democracy model.

    NPC is the top legislature of China. According to the Constitution, the NPC exercises more than a dozen functions and powers, including the supervision of the enforcement of the constitution. It also appoints and supervises the president, the chief justice and chief prosecutor of the country.

    More than 5,000 NPC deputies and members of CPPCC National Committee attend the sessions. Among them, are top leaders, renowned economists, entrepreneurs, artists and sportsmen and representatives from all walks of life. NPC deputies can submit motions, which are legally binding once adopted, while members of the CPPCC National Committee can only put forward no-binding proposals.

    The main functions of the CPPCC are to conduct political consultation, exercise democratic supervision and participate in the discussion and the handling of state affairs. Political consultation covers major principles and policies proposed by the central and local governments and matters of importance concerning political, economic, cultural and social affairs.

    Democratic supervision means offering suggestion and criticism, as well as supervision over the implementation of the Constitution, other laws, regulations and major policies, and over the work of government agencies and their functionaries.

    Direct election applies in the selection of township and county-level deputies, while the deputies at the prefecture, provincial and national levels are elected by lower level deputies. Deputies are subject to supervision by the voters in their electoral districts or the units that elected them.

    All citizens of China over age 18 have the right to vote and run in an election, regardless of ethnic background, race, sex, occupation, family background, religious beliefs, education, property status or length of residence. Only those who have been stripped of their political rights, such as a convicted criminal, may not vote or run in an election.

    The CPPCC consists of representatives of the CPC and non-Communist parties, personages without party affiliation, and representatives of people's organizations, ethnic minorities and various social strata.

    It also has the representatives of compatriots of the Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan, returned overseas Chinese, and specially invited people.
